13. Special Management Area (SMA): The project is located within the Special <br /> Management Area and therefore, the proposed development is subject to the SMA <br /> review. <br /> DESCRIPTION OF PROJECT AREAS AND SURROUNDING AREA <br /> 14. Subject Project Area: The 10.45-acre shoreline parcels have approximately 1,000 feet <br /> of coastline that is primarily rocky cliffs 25-45 feet high with embayments, sea arches, <br /> caves, and other erosional features. A significant feature of the project area is a littoral <br /> cone found on the northeastern portion of Lot A along the sea cliff. The makai side of the <br /> cone is eroded, and slopes to the south and is currently covered in grass. The properties <br /> are relatively cleared of large vegetation other than a large stand of trees located on the <br /> southern end of the project area; there is no existing development on the parcel. The <br /> property is located on the makai side of Government Beach Road south of the Hawaiian <br /> Paradise Park (HPP) subdivision, with Conservation Lands (undeveloped) to the North, <br /> and developed with a residential structure to the south. Across the road are large <br /> agricultural parcels, with varied agriculture and residential uses. <br /> 15. Surrounding Land Zoning/Uses: The surrounding area is primarily undeveloped lands <br /> with some residential uses located along the shoreline. The majority of the surrounding <br /> parcels are within the counties A-la (makai of road) and A-5a (mauka of road) zoning <br /> designation. <br /> 16. Soil Type: The property is layered pahoehoe, with `Opihikao series (2kllp) soil, which is <br /> highly decomposed plant material with 2 to 20% slopes. This soil type is well drained and <br /> has high runoff. <br /> 17. Flood Insurance Rate Map (FIRM): The property is predominately within Flood Zone <br /> X, or outside of the 500-year flood plan. A small portion of the shoreline is located within <br /> Flood Zone VE (areas subject to a 1% annual chance of inundation by a 100-year flood <br /> event with additional hazards associated with storm induced wave action). The proposed <br /> development will be within Flood Zone X. <br /> 18. Sea Level Rise: Due to the evident erosion of the shoreline area the applicants conducted <br /> a Coastal Erosion and Shoreline Hazards Study for the project area to determine the <br /> extent of the impacts of Sea Level Rise, coastal erosion, and to understand the hazards <br /> -3- <br />
