[It] <br /> TETRATECH <br /> County of Hawaii-Statement of Qualifications for Fiscal Year 2025 J <br /> Client(s) Project Name Description Period of <br /> Performance <br /> Tetra Tech was selected by the City/County of Honolulu through a competitive procurement process to <br /> City/County of develop the City/County's initial application to FEMA's Community Rating System(CRS)program.With over <br /> Honolulu 38,000 flood insurance policies in force,the City/County of Honolulu has long aspired to get into the CRS <br /> Office of Climate Participation in the program,but needed technical assistance to do so.With nationally recognized subject-matter expertise in the <br /> Change, Community Rating CRS program, Tetra Tech was able to help the City/County navigate the tedious CRS application and 2020 to 2021 <br /> Sustainability and System prerequisite process and helped the County secure a Class 8 rating,saving flood insurance policy holders <br /> Resiliency $1.2 million per year in annual premium beginning on April 1, 2022. This included the development of a <br /> Repetitive Loss Area Analysis(RLAA)that helped the City/County to meet its repetitive loss prerequisites for <br /> participation as well as training for key staff on the implementation and maintenance of its CRS program. <br /> Tetra Tech lead a team of social scientists, emergency managers, market researchers, media producers <br /> (television, radio, print, and Internet), and communications specialists to improve public disaster <br /> City and County Hawaii Regional preparedness and resilience in Hawaii. Conducted initial research to establish a baseline preparedness <br /> of Honolulu, Catastrophic level. Outreach included more than 30,000 calls to local telephone numbers and meetings with non- <br /> Department of Planning Grant) governmental organizations to better understand disaster preparedness in several hard-to-reach and under- 2011 to 2012 <br /> Emergency RCPG FY09 Public served populations. Developed a simple preparedness strategy to reach key demographics, including TV, <br /> Management Disaster Awareness radio, newspaper, social media and environmental advertisement channels. Developed a disaster <br /> (CCH DEM) Campaign Project preparedness planning website-GetReadyHl.org. Ran a month-long,statewide campaign and conducted <br /> post-campaign research to determine which campaign messaging vehicles were most effective.Developed a <br /> refined template campaign plan for future use. <br /> Tetra Tech developed four(4)County-specific Hurricane Planning Frameworks,with each set including:(1) <br /> Logistics Concept of Operations and (2)a Logistics Annex.The county-specific scope included: Forming <br /> State-wide County- County-Specific Collaborative Hurricane Planning Teams; Performing a Gap Analysis;Crosswalking State <br /> and Local Plans; Framework Development, and Logistics Planning. Significant Stakeholder outreach was <br /> CCH DEM Specific Hurricane 2012 to 2013 <br /> required,including county-specific team planning meetings,as well as Work Group meetings,comprised of <br /> Planning the following focus areas: Mass Care and Shelter; Ports and Fuel Resiliency;Tourist/Tourism Protection; <br /> Lifesaving and Sustaining Measures; Power Infrastructure Protection; Debris Clearance; and Water <br /> Authorities. <br /> Under contract with the City and County of Honolulu's DEM,on behalf of the Hawaii Regional Catastrophic <br /> Hawaii RCPT Planning Team(RCPT),and inclusive of the Counties of Maui, Kauai, and Hawaii,Tetra Tech identified <br /> Population capacities of each county to support evacuees from neighboring islands in the event of a major disaster.In <br /> CCH DEM Redistribution addition,Tetra Tech is engaging emergency management agencies from four identified CONUS locations, 2014 to 2015 <br /> Analysis Report including San Diego, Los Angeles,San Francisco,and Seattle,to determine the ability of these regions to <br /> support large populations of displaced evacuees. <br /> HawaiiRCPT Under contract with the City and County of Honolulu's DEM,on behalf of the Hawaii Regional Catastrophic <br /> CCH DEM Regional Resource Planning Team(RCPT),and inclusive of the Counties of Maui,Kauai,and Hawaii Tetra Tech developed a 2014 to 2015 <br /> Database web-based resource database integrating FEMA resource typing as well as customized regional resource <br /> typing.The project included development and associated training modules. <br /> PAGE 22 <br />
