Includes preparation of a multi-modal plan for downtown <br /> Hilo with parking, circulation, transit, pedestrian, and bicycle elements. Also <br /> includes preparation of a program and manual to implement the County <br /> Complete Streets Policy. Stakeholder identification and engagement is a <br /> critical element to both parts of this study. <br />
