Biological Assessments <br /> ✓ Socioeconomic analysis(Community Impact Studies, <br /> TRANSPORTATION SYSTEM IMPROVEMENTS ✓ Environmental Justice Analyses) <br /> A full transportation study was performed for ground,air,and marine trans- <br /> portation, including construction and modernization of infrastructure.The ✓ Noise impact studies/modeling(in-air, underwater) <br /> existing transportation networks outside the base camp were analyzed and ✓ Range hazard analysis <br /> improvements were planned to support both military and civilian traffic. ✓ Land Use Compatibility <br /> ✓ Military Base Development Requirements <br /> SOCIOECONOMIC ANALYSIS ✓ Natural Resources Surveys/Marine Resources Assessments <br /> The JV conducted comprehensive socioeconomic interviews and data ✓ Wetland delineation/mitigation plans(wetland,near shore) <br /> collection to thoroughly assess potential changes to community character ✓ NHPA Consultation/Cultural Resource Surveys <br /> and cohesion from the proposed action. Impacts could potentially alter the <br /> way some perceive their relationship with the land and affect interaction ✓ Storm Water Management Studies <br /> within social networks. ✓ Toxic and hazardous waste studies/analysis <br /> (Military Expended Materials) <br /> CHALLENGES AND SOLUTIONS ✓ Public Involvement Strategies/Planning/Implementation <br /> Challenge 1: Field studies in remote and austere locations. ✓ Translation services for EIS and Public Notices <br /> ►Solution: Due to the challenges of performing fieldwork in CNMI, ✓ CWA permitting/certification <br /> including numerous time zones,remote locations,and austere conditions, ✓ Safety analyses <br /> the JV maximized every opportunity to collect data necessary to support ✓ Modeling to determine impacts to shorelines/structures <br /> the numerous studies and EIS analysis with technology.The JV used <br /> innovative GIS applications, UAS data collection,GPS cameras,and ✓ Geospatial analysis/map generation <br /> underwater sonar to maximize the efficient collection of important data. ✓ Air/Water quality management plans/requirements <br /> This approach proved essential in developing reliable data,adhering to ✓ Construction feasibility studies <br /> schedule milestones,and demonstrates our ever-evolving and innovative ✓ Dredge/fill sediment volume estimates <br /> use of technology to meet customer needs. ✓ Watershed planning/Hydrology/Erosion studies <br /> Challenge 2: Delivering multiple, time sensitive, concurrent high-quality ✓ Utility capability assessments/feasibility studies <br /> deliverables on time. ✓ Traffic Studies/Transportation analysis/Roadway Design <br /> ►Solution:The JV a)established a multidisciplinary production and <br /> review team involving JV and DoD SMEs;b)set up a collaborative web- <br /> based work environment;c)leveraged a web-based GIS application;and <br /> d)used reach back support within the JV.The result included the submittal <br /> of two dozen deliverables in a one-month period, including a 1,400-page <br /> Draft EIS three days ahead of schedule and maintaining an exceptional <br /> level of quality.
