Merit Appeals Board <br />January 30, 2025 <br />MS. TAVARES: I'm going to object to this line of questioning asI understand and I was here <br />for Mr. Kaye's testimony, but this goes beyond what the jurisdiction of MAB is here to <br />determine with regards to the recruitment. Those are internI'm just going to object. It's <br />irrelevant. <br />CHR. CABANAS: Well, anytime a internal recruitment or even an open recruitment is <br />cancelled, persons have questions as to why it's cancelled. <br />MS. TAVARES: Questions but feelings about what happened and interpretations or comments, <br />are not questions about what happened. He's asking about feelings. <br />CHR. CABANAS: Well, it's the impact of the action, yeah. And it's important that employees <br />feel that they're valued and appreciated —and that the correct information be presented. <br />The question I have here is, well —Mr. Hong, you continue. You continue. <br />MR. HONG: You understood my question? <br />MR. OKINAKA: I believe you was asking if I knew that he was being ridiculed based on these <br />Orders. Is that correct? <br />MR. HONG: Yeah, if his co-workers were giving him grief because of the Or <br />MR. OKINAKA: I'm not sure and I cannot recall if that was the case or if it was brought to my <br />attention. Sorry. <br />MR. HONG: Okay. So, going back to the letter September 9 h, 2024, I'm looking at the second <br />paragraph that begins, in the first sentence, "The reinstatement action... "do you see that? <br />MR. OKINAKA: Yes. <br />MR. HONG: And it goes down to, "...to cancel the Water Safety Officer III recruitment... <br />do you see that? It's the second sensecond line of that sentence. <br />MR. OKINAKA: Yes, I see it. <br />MR. HONG: So, is it your testimony that the department cancelled the recruitment? <br />MR. OKINAKA: Our department didn't. <br />MR. HONG: And that would be the Human Resources — <br />MR. OKINAKA: Department of Human Resources cancelled it. Correct. <br />MR. HONG: And as far as you're concerned, the recruitment was finished, right? <br />Page 22 <br />
