The project <br /> activities will consist of the following: <br /> • Repairing/replacing and repainting all deteriorated steel members <br /> • Repairing spalls and delamination in the abutments,pier, concrete deck, sidewalk, and <br /> bridge railing <br /> • Repairing cracks in the abutments,piers, concrete deck, sidewalk, and bridge railings <br /> • Repairing/replacing bridge bearings <br /> • Replacing deck joins/joint seal <br /> • Evaluating and rehabilitating concrete rubble masonry wingwall <br /> • Spalling on pier caps and changing bearings <br /> Additionally, if scour issues are discovered during bridge inspections, the project may consist of <br /> footing upgrades and addressing scour issues for the bridge foundation. If footing upgrades or <br /> scour countermeasures are required, in-water work will occur. No other project activities will <br /> require in-water work. If any other additional deteriorating bridge elements are discovered <br /> during field studies, the project will also consist of replacing or repairing these elements. <br /> Furthermore, the bridge deck may need to be widened to accommodate Americans with <br /> Disabilities Act-compliant sidewalks. Widening will not increase capacity of the bridge or add <br /> additional traveling lanes. Railings will also be replaced to meet current design standards. <br /> The majority of work will be completed during working hours and one lane of contraflow traffic <br /> would be allowed during construction. Repairing and replacing the bridge bearings will require <br /> full bridge closure which will warrant night work in order to prevent major traffic impacts. <br /> Consultations <br /> Entitled consulting parties during the Section 106 process includes the Advisory Council of <br /> Historic Preservation, SHPO, NHO, and if applicable, local governments and applicants for <br /> federal assistance,permits, licenses and other approvals. <br /> NHO and/or Hawaiian Descendants <br /> NHO and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and <br /> historical property knowledge of and/or concerns for, and cultural or religious attachment to the <br /> proposed APE are asked to provide a response to this letter within 30 days of notification. <br /> Other Individuals and Organizations <br /> Individuals and organizations with legal, economic, or historic preservation interest are requested <br /> to respond within 30 days of notification, demonstrate interest in the proposed undertaking, and <br /> provide intent to participate in the Section 106 process. Your participation is subject to FHWA <br /> approval. <br /> APE <br /> We would like to invite you to comment on the proposed APE. See Attachment 1. <br />
