Because the Capitol building is a contributing property to the Hawai'i Capital Historic District,the EA thoroughly addressed key historic preservation and visual impacts of the project.Working closely with the design team and proposing agency, HHF successfully addressed concerns about the project raised by the public and historic preservation advocates. (3)BRIEF DESCRIPTION(Brief scope,size,cost,etc.)AND SPECIFIC ROLE Check if project performed with current firm Project Manager/principal author of NEPA EA for the installation of an array of electromagnetic sensors and data transmission cable on the seafloor at U.S. Naval Base Guam to measure the electromagnetic signatures of U.S. Navy ships and submarines to determine the vessels'susceptibility to adversaries'sea mines and other threat systems.The project required ESA Section 7, EFH Assessment,CZMA Consistency Determination consultations due to dredging and other impacts on benthic and nearshore marine habitats. Ms. Renard provided responsive management of the EA that met client deadlines despite mid-stream project changes.The project earned"Exceptional"ratings from the U.S. Navy for quality, management,schedule,and cost control. Ms. Renard managed multiple technical studies and services, including biological and noise impacts, marine biological resources and fisheries,cultural impacts,and community engagement and public meetings.
