Myounghee Noh &Associates, L.L.C. dba MNA Environmental <br /> Statement of Qualifications—July 2025 <br /> • Philippines - Camp Navarro (Mindanao), Edwin Andrews Air Base (Mindanao), Fort <br /> Magsaysay (Nueva Ecija), and Delta Gate Hangar (Manila) <br /> Selected projects: <br /> 1. NAVFAC Pacific,Yap Maintenance Dredging, Colonia,Yap, FSM. MNA is <br /> supporting the AE design team to conduct studies/site investigations for potential projects <br /> that may include: 1) maintenance dredging of the Yap Harbor(comprised of the Yap Sea <br /> Port, Yap Fishing Authority Wharf, Tamil Harbor, and the shipping channel), 2) <br /> structural capacity of the Yap pier, and 3) capabilities survey for moorings and anchorage <br /> in Ulithi Atoll. MNA is leading the environmental study to identify environmental <br /> constraints that may impact the project, and vice versa. MNA initiated consultation with <br /> Yap government agencies to better understand the local regulations and requirements, <br /> and the nuances of how those may affect the project. <br /> 2. NAVFAC Pacific, FY24 MCAF P-020 Aircraft Parking Apron,Yap, FSM. The <br /> project supports the design and construction of a parking apron at the Yap International <br /> Airport. The objective of the task order was to prepare a design bid build construction <br /> package. MNA participated in the FACD charrette and presented understanding of issues <br /> and concerns related to the project. The project will require an environmental studies and <br /> impact assessment. MNA works closely with project stakeholders to ensure requirements <br /> resultant from the environmental studies, and associated intergovernmental consultations <br /> are incorporated into design documents. <br /> 3. NAVFAC Pacific, FY17 Special Project TACMOR, Babeldaob and Angaur Island, <br /> Republic of Palau. Provided environmental consulting and Republic of Palau regulatory <br /> and permit requirement assessment for design and construction phases. Participated in a <br /> planning charrette and planning and logistics for field visits. Reviewed U.S. Air Force <br /> (USAF)prepared field investigation documentation to prepare the environmental portion <br /> of the Design Bid-Build construction package, including basis of design, specifications, <br /> and cost estimate. MNA was part of the design team and supported stakeholders to <br /> develop and document environmental requirements and mitigation measures to meet the <br /> substantive environmental requirements at two remote locations. MNA presented the <br /> developing environmental course of action from pre-design to Final design at many large <br /> group stakeholder, coordination, and over-the-shoulder review meetings. Environmental <br /> concerns requiring design and mitigation included threatened and endangered species, <br /> cultural and archaeological resources, munitions and explosives of concern (MEC), high- <br /> value trees, site contamination, near shore areas, Waters of Palau, biosecurity, and green <br /> and brown waste management. <br /> 4. NAVFAC Marianas, Off-site Conservation Management of Cycas micronesica, Navy <br /> Leased Lands, Tinian, N40192-17-P-5009. MNA was awarded a one-year prime <br /> contract involving the management of a collection of cycad plants originated from <br /> various locations in Guam and established in 2008 in the slopes of Mt. Lasso on Tinian. <br /> MNA led coordination meetings, retained a cycad subject matter expert, documented and <br /> coordinated monthly fieldwork including pest management and plant status assessment, <br /> monthly reports, cycad health assessment, and evaluation of soil nutrient cycling. <br /> 3 <br />
