<br />Merit Appeals Board October 30, 2025 <br /> <br /> <br /> <br />procedures for Leave Sharing, Flexible Spending, Family Medical Leave, TDI, and other legally <br />mandated programs. <br /> <br />We also work with agencies that provide benefits to employees. So, that includes the Employees <br />Retirement System for retirement, the Hawaiʻi Employer Union Health Benefits Trust Fund for <br />our health benefits, and credential for Deferred Compensation. <br /> <br />And then, we also audit personnel transactions—so Personnel Action Forms to ensure <br />compliance with our civil service laws, rules, regulations, policies/procedures, and collective <br />bargaining agreements. <br /> <br />We audit departments and agencies for compliance with laws, rules, policies, and procedures— <br />provide recommendations for improvement, and then we also provide assistance to line <br />departments and agencies in interpreting the laws, rules, regulations, and contract provisions. <br /> <br />CHR. CABANAS: They can come up to the dais. <br /> <br />MS. BOND: (Inaudible.) <br /> <br />CHR. CABANAS: Oh, do they have a mic.? Oh, okay, go ahead. Oh, thank you. <br /> <br />(At this time, the following Administrative Services Division staff addressed the Board <br />members from the dais, where they were seated: Ms. Tisha Narimatsu, Administrative <br />Services Program Specialist; Ms. Leslie Kamahele, Human Resources Program <br />Specialist; and Ms. Winter Takiue, Human Resources Specialist I, Human Resources <br />Department.) <br /> <br />MS. NARIMATSU: Hi, I’m Tisha. I’ve been with the County I think about 11 years—10 of <br />which are with HR. <br /> <br />MS. TAKIUE: Hi, good morning—Winter Takiue. I’ve been with the County since 2012 and <br />I’ve been with DHR since 2023—so, almost two years come December. Thank you. <br /> <br />MS. KAMAHELE: Good morning, I’m Leslie. I’ve also been with the County since 2012—so, <br />like, 13 years—and the entire time I’ve been with Human Resources—Department of Human <br />Resources. <br /> <br />MS. TOKIHIRO: Lots of good historical knowledge there. I’m so grateful for all of these many <br />years of service to the County, but in our department as well. <br /> <br />CHR. CABANAS: Yes, having worked with all of them, I know that they’re in good hands and <br />they’re in excellent hands with Dee Ann.
