1-9 Compliance with County General Plan and Development Plans <br /> No development agreement shall be entered into unless the <br /> County Council finds that the provisions of the proposed <br /> Development Agreement are consistent with the General Plan <br /> and any applicable development plans , effective as of the <br /> effective date of the Development Agreement . <br /> 1-10 Periodic Review <br /> The Department shall conduct an annual review of the <br /> principal ' s performance pursuant to the Development Agreement <br /> and report the results of the review to the Principal, Mayor <br /> and County Council , and other parties to the Development <br /> Agreement . <br /> ( a) Finding of Compliance <br /> If the Department during the annual review finds <br /> compliance by the principal with the terms of the <br /> Development Agreement , it shall issue a certificate of <br /> compliance, which shall be in recordable form and may <br /> be recorded by the principal in the Bureau of <br /> Conveyances . <br /> (b) Release of Restrictions <br /> Terms and restrictions of the Development Agreement <br />
