which are satisfied during the review period, may be <br /> released . Releases shall be filed with the Bureau of <br /> Conveyances or the Land Court System within twenty (20) <br /> days of execution . <br /> (c) Finding of Material Breach <br /> If the Department finds the principal has committed a <br /> material breach of the terms or conditions of the <br /> Development Agreement , it shall serve notice in writing <br /> to the principal and shall initiate procedures <br /> according to provisions as specified by Ordinance No. <br /> 93-37 or its subsequent amendments . <br /> 1--11 Amendments <br /> A Development Agreement may be amended, in whole or in part, <br /> by mutual consent of the parties to the Agreement , or their <br /> successors in interest ; provided that : <br /> ( a) If the Department determines that the proposed <br /> amendment would substantially alter the original <br /> Development Agreement , or is being filed upon a <br /> finding of material breach, an application for an <br /> amendment shall be filed and procedures as contained <br /> in Section 1-6 of this rule shall be followed . <br />
