Can you <br /> explain why Oceanside ultimately sought its own rulings? <br /> VITOUSEK: So—we wanted a declaratory ruling because—we're trying to establish what exactly <br /> the requirements are that we need to hit. I mean it feels like we've had kind of a moving target <br /> over the years with different administrations, so we're really trying to clarify what technical <br /> requirements we have in order to be in compliance with them. <br /> WESLEY-SMITH: How do you think that declaratory rulings will—will help you figure out how <br /> to do that? <br /> VITOUSEK: Well, if—if we get a clear answer to our questions about—that they were posed, <br /> then—then we will have a firm idea of what's needed to comply with them. <br /> WESLEY-SMITH: Does Oceanside believe that the County right now has answered the <br /> declaratory requests that it's asked? <br /> VITOUSEK: I don't feel like I have enough information to make a decision on what our exact plan <br /> is to be in compliance, so I would definitely appreciate having some more information and in <br /> specific answers to the questions that we ask so that we know what our path forward is, that we <br /> know what the finish line is. <br /> WESLEY-SMITH: Okay, that's all I have.
