research group, The Sirius Institute, will be featuring live whale sounds for Earth Day <br />to be held on April 22, from 9 a.m. to 4 p.m., at the University of Hawaii at Hilo. <br />P. Newland moved that CSW submit a letter of support to the House of <br />Representatives joint Committees on Health and Welfare asking them to pass the <br />Gentle Birth Resolution. E. Takazawa seconded the motion. J. Balberde-Kamalii <br />read the Senate Concurrent Resolution. After some discussion, the motion was <br />passed with M. Masunaga opposing. <br />UNFINISHED BUSINESS <br />A. Resignations and appointments <br />None. <br />NEW BUSINESS <br />A. New Committees <br />None. <br />B. Sponsorships and Co-Sponsorships <br />M. Masunaga reported that CSW presented Councilwoman V. Isbell a copy of the <br />budget for the Teen Dating Violence Prevention Initiative Training Program at the <br />last meeting with a request of $15,000 from the Hawaii County Council. She also <br />submitted a project presentation which included the $15,000 request, a copy of the <br />November 2004 National Summit agenda, mission statement, time line, warning <br />sign, feedback from the National Summit participants, and the letters of <br />recommendation. The project presentation portfolio was given to the nine council <br />members. A hand delivered portfolio was given to Councilwoman V. Isbell for her <br />consideration and she loved it. D. Pung attended the council meeting for Bill 40 and <br />M. Masunaga briefly appeared by videoconference. The County Council approved <br />funding of $15,000 for the Teen Dating Violence Prevention Initiative Training as well <br />as $10,000 for the GEMS Program for fifth grade girls. <br />D. Pung stated that she reiterated what M. Masunaga said and paraphrased some of <br />the participants’ statements at the County Council meeting. <br />D. Noda reported that her recommendation to CSW about fundraising is that it is not <br />within the scope and responsibility of this committee. Per HRS 367-4, the county’s <br />committee is charged with the duty and responsibility to develop information as the <br />state commission requires or CSW deems advisable concerning the status of <br />women in the county. In addition, she felt it would be best that CSW get the <br />approval and rubber stamp directive from the commission with a carbon copy to the <br />Mayor. However, she was informed that the commission is in transition so the <br />committee would not receive a timely response. Her concerns raised in the email is <br />more of “cover your behind” because if someone sees an advertisement poster with <br />the name of the concert sponsors, questions may arise why they are not helping <br />other women organizations. Furthermore, she mentioned that county departments, <br />agencies, boards and commission, and committees do not fundraise. All proceeds <br />5 <br /> <br />
