Mr. Yugawa's recommendation under No. 3 was: <br />- Eliminate unnecessary access to the Internet. <br />Discussion: Mr. Sakaguchi questioned whether access to e -mail was included in the <br />motion, and Ms. Nicholson said employees would still have e -mail. Mr. Sakaguchi said that e- <br />mail should be permitted but not access to non - essential, commercial websites. <br />Vote: All commissioners voted aye on the motion. <br />Ms. Nicholson noted that Mr. Yugawa's recommendation under No. 5 in his response <br />was more informational. <br />After no further recommendations based on Mr. Yugawa's presentation, the Chair <br />directed the meeting to Ms. Crawford's presentation. <br />Motion: Mr. Joseph moved to recommend the five -day payroll lag. Ms. Stremski <br />seconded the motion. <br />Discussion: The Chair pointed out that the State has been successful with its pay lag, <br />and Ms. Provalenko said that Ms. Crawford had said they could not incorporate the changes into <br />that first paycheck. The Chair said he did not understand why they did not input the hours daily. <br />Ms. Stremski said she could not believe there are not a lot of over - payments. <br />Mr. Sakaguchi questioned whether the lag would be for the purpose of cutting back on <br />adjustments or to avoid overpaying, and the Chair said it would be for overall efficiency. <br />Mr. Sakaguchi asked whether they should push the recommendation to include the <br />overtime pay, and Mr. Joseph said he would leave it up to Finance. <br />The Chair said that Finance gave the departments options on how to do the hours rather <br />than setting a policy on the matter. <br />Vote: All commissioners voted aye on the motion. <br />There being no other recommendations on the Finance Department, the Chair moved the <br />agenda to item 8. <br />8.
