Memo from Elections Program Administrator, Patricia Nakamoto, dated May 2, 2011
transmitting the 2010 HawaiÒi County Population by Census Tract and the Resident
Population, by Census Designated Places.

CHR. SIRACUSA: Do I have a motion to accept Communication 10?

Mr. Middlesworth moved to accept Communication 10,
the 2010 HawaiÒi County Census Numbers. Seconded
By Mr. Middlesworth and carried by the following vote:

Ayes: Commissioners Carvalho, Kahawaiolaa,
Kanuha, Melrose, Middlesworth,
Poindexter, Ugalde, and Chair Siracusa.
Noes: None.
Absent: Commissioner Kahui.

COMM. 11: MAP OF CENSUS TRACTS AND CENSUS BLOCKS
Memo from Redistricting Commissioner, Jeffry Melrose, dated May 3, 2011, transmitting
a Map of the Current Census Tracts and Census Blocks for HawaiÒi County.
CHR. SIRACUSA: Do we have a motion to accept Communication 11?
Ms. Poindexter moved to accept Communication 11,
the Map of the Current Census Tracts and Census Blocks
provided by Mr. Melrose. Seconded by Ms. Ugalde.
CHR. SIRACUSA: Mr. Melrose, did you want to say something about these?

MR. MELROSE: Just a quick note; this is just a map off of the GIS system. The red lines are
the individual blocks. Interestingly, there are far more blocks than there are units with numbers
in them. There are a lot of blocks that donÓt have any numbers that were identified by the
Census as units of rural land. I think they picked a lot of old plantation roads and made circles
out of them; and have zero population in them. Anyways, this is kind of the bread of butter of
what we are going to deal with. That was the purpose of sharing the map.

CHR. SIRACUSA: Thank you, is there any other discussion? Seeing none, letÓs take the vote.
The motion to accept Communication 10 was
carried by the following vote:

Ayes: Commissioners Carvalho, Kahawaiolaa,
Kanuha, Melrose, Middlesworth,
Poindexter, Ugalde, and Chair Siracusa.
Noes: None.
Absent: Commissioner Kahui.
10
