MR. MELROSE: I talked to Pat earlier about this, that this was the report at the end of the last <br />Commission, and it wasnÓt clear whether this would be the same format for the next report. I just <br />want to clarify that a little bit. I have a sense that maybe itÓs because of the Bill that the Council <br />passed, that it may require additions to the report. This is a very thick report, but it is primarily <br />legal descriptions of the boundaries, and a summary of the numbers. I think we would expect <br />our report to be a little bit different because we will be addre <br />already applied for in the Bill. <br /> <br />CHR. SIRACUSA: When I looked at that Final Report it struck me that this reads like a deed; so <br />many degrees in this direction until you get to this point and then so many degrees in the other <br />direction. The rules that we passed require more. They require a narrative discussion on why we <br />made the decisions that we do. I think that is a good thing. So, yes, ours will look a little bit <br />different if we are doing our job correctly. <br /> <br />The motion to accept Communication 8 was <br />carried by the following vote: <br /> <br />Ayes: Commissioners Carvalho, Kahawaiolaa, <br /> Kanuha, Melrose, Middlesworth, <br /> Poindexter, Ugalde, and Chair Siracusa. <br />Noes: None. <br />Absent: Commissioner Kahui. <br /> <br /> <br />COMM. 9: HOW TO DRAW REDISTRICTING PLANS THAT WILL STAND UP IN COURT <br />Memo from Ren Siracusa, Chair, HawaiÒi County Redistricting Commission, dated <br />April 28, 2011, transmitting a manual, at the request of Brenda Ford, entitled ÐHow to <br />Draw Redistricting Plans That Will Stand Up in Court,Ñ written by attorney, Peter S. <br />Wattson, State Counsel, State of Minnesota. <br /> <br />CHR.
