<br />COMM. 13: TIMELINE FOR SUBMISSION OF REDISTRICTING PLANS <br />Memo from Elections Program Administrator, Patricia Nakamoto, dated April 28, 2011 <br />transmitting a Suggested Timeline for the Submission of a Draft Plan, Alternate Plan, and <br />Final Plan, for consideration by the HawaiÒi County Redistricting Commission <br /> <br />CHR. SIRACUSA: We probably want to do some discussing here; or do we just want to file? <br />LetÓs take a break. IÓm going to call for a short recess. <br /> <br /> <br />RECESS: At 3:00 p.m. the Chair called for a short recess. <br />RECONVENE: The meeting was reconvened at 3:10 p.m. <br />CHR. SIRACUSA: I would like to call this meeting back to order. This is the meeting of the <br />HawaiÒi County Redistricting Commission. We are on Communication 13, Timeline for <br />Submission of Redistricting Plans. We have a draft of a suggested timeline that was presented to <br />us by Patricia Nakamoto of Elections. Somebody guide me; we have a question that came up, <br />but it is not on that, it is on something we already dealt with that we were talking about. How do <br />we back track? Valerie had a question. <br /> <br />MR. UDOVIC: Just recognize Valerie, she has a question and ask her what it is. <br /> <br />CHR. SIRACUSA: Okay, Valerie you want to put your question on the record? <br /> <br />MS. POINDEXTER: We were just having a side conversation--two people, not more--however <br />we were talking about the military and the non-resident students. I had a question about non- <br />citizens, or non-residents. I know saying alien population doesnÓt sound right. What is the <br />proper term to use? Are they considered residents though? The people like the Marshallese <br />population, or the Hispanic population? <br /> <br />CHR. SIRACUSA: People who are residents, but are not American citizens, and therefore do <br />not vote, is that what you are referring to? <br />MS. POINDEXTER: Right. And they are here temporarily, like the military. But we are <br />including them all in this count, because they are included in the census? Or--- <br /> <br />MS. NAKAMOTO: As far as in the Charter, we do not have a definition for Ðresident.Ñ I am <br />not an attorney, but I think the State Constitution defines a re <br /> <br />MR. UDOVIC: I donÓt have that information specifically at this time; If you pose a question, IÓll <br />find out exactly what you want me to. IÓll give you a legal analysis of it.
