MS. POINDEXTER: How do we define the non-resident population? Would those who are
coming here temporarily on their Green Cards or Visas, or non-resident alien? I hate to use the
word alien, but---

MR. UDOVIC: We will find out.

MS. POINDEXTER: That may be a big population in some areas that will make a difference in
the redistricting.
MR. KANUHA: I have a question. Were they included in the Census?

MS. POINDEXTER: I believe that they were.

MS. NAKAMOTO: Well, just based on our previous discussion, we know that non-residents
were included in the Census because we are looking at non-reside
resident military. So based on that---

CHR. SIRACUSA: However, there could be people who are residents but are not American
citizens.

MS. NAKAMOTO: Yes.

CHR. SIRACUSA: So, we assume then, that they were counted in the Census?

MR. UDOVIC: We canÓt do much of anything else; we have to deal with the figures that we are
given. We canÓt keep guessing, we are going to get the Census figures and the numbers and the
tracts and everything. When all this comes down from ESRI, I guess it is, when the contract is
made. Once we have that information, I can answer your other question. I think we should be in
a position to start making some decisions then.

CHR. SIRACUSA: Okay, so we are going to hold that until we have more data to work with.

MR. MELROSE: Just a question. We do have another resource in the audience that might be
able to answer, that is Dwayne Yoshina, who was the Director of Elections for the State for 20
plus years. Would it be okay to have Dwayne address that issue? Dwayne, is that an issue you
can address for us?

CHR. SIRACUSA: Please come up and sit at the microphone and state your name.
appreciate your assistance.

DWAYNE YOSHINA
(At this time Dwayne Yoshina, former Chief Election Officer for the State of HawaiÒi came forward to
address members of the Commission.)

MR. YOSHINA: I am Dwayne Yoshina, I used to be the Chief Election Officer for the State of
HawaiÒi. I have been through three Reapportionments; two in the position of being the Chief
26
