Election Officer and one as a staff member. My understanding of the census data that comes to <br />you is that it contains the defacto population of the State on the day of the Census. That means <br />everybody who is on the island at that time. So there might be residents, non-residents; there <br />might be citizens, non-citizens. Whoever is in the State on that day, at the time of the Census is <br />in the Census. <br /> <br />CHR. SIRACUSA: Thank you. Okay, can we go back to our agenda now? We are o <br />and as I said earlier, we have a draft timeline that was presented to us as a suggestion by Patricia <br />Nakamoto at our request because we had wanted to start when our Final Plan was due and then <br />work our timeline backwards to find out what our landmarks are and what we have to achieve by <br />what dates. NAKAMOTO: This was a suggested timeline that we worked on, based on the Final Plan <br />st <br />being submitted to the County Clerk on the December 31 deadline, and working backwards. I <br />think we could probably come up with a more realistic timeline; this is just a suggested timeline. <br />At the time I was working on this, I did not know when the deadl <br />the Alternate Plan or the Draft Plan. Those are dates that you need to decide on. If those dates <br />differ, then of course I need to go back and re-do the timeline. <br /> <br />CHR. SIRACUSA: Some things here are firm dates, like when to file the plan with the County <br />st <br />Clerk on December 31, right? <br />MS. NAKAMOTO: Yes. <br /> <br />CHR. SIRACUSA: Which are the dates that are not firm, that we would have to determine? <br /> <br />MS. NAKAMOTO: All of the above; all of the other dates. <br />CHR. SIRACUSA: All of the rest? <br /> <br />MR. MELROSE: Pat, can I ask a question? <br /> <br />MS. NAKAMOTO: Yes. <br /> <br />MR. MELROSE: I noticed that you left about 45 days from the time the Final was adopted to <br />the time a Plan was actually finally filed.
