MR. MELROSE: Yes, the same is true for the next one too, for the difference between the last
Final Hearing and then the Final Plan coming on the last day of that period. That could move
back a little bit too. Anyways this is a tentative plan. This is a targeted plan; I donÓt know that
we need to adopt it and make it part of our public specifics, we are not ready yet to do the
Alternative Plan, thatÓs a hit, right? We have to do that by the fourth meeting. I think this is a
good working target for me, and I donÓt know that I would nit pick it a lot, but we may change it
over time.

CHR. SIRACUSA: I donÓt think we have to carve it in stone at this point.

MR. MIDDLESWORTH: My concern is that we have enough time for them to do all the
that they are legally required to do.

CHR. SIRACUSA: One thing that I did notice though is that here we are allowing a full month
for two Public Hearings. That is the second batch. Yet, we only have a month and a half for
nine meetings. IÓm wondering if we could sort of give a little more time to the nine meetings and
a little less time to the two meetings so that we could sort of shift things around a bit that way.

MS. NAKAMOTO: This is just a guideline. I think whatÓs important is that you look at your
calendars and see within a certain time frame, we may not need all of this time if you can
coordinate your calendars and make the meetings in two weeks or three weeks.

CHR. SIRACUSA: I also have a concern with the delay in the software and the publicÓs ability
th
to access and to devise their own alternate plans and if August 15 would be a hardship, or if it
would be a goal that could be met. I would just as soon be happy if we are looking at this as a
general tentative guide and not a carved in stone thing and see how we progress as we move
along; see when we get our software and the training and all of that stuff. How does everybody
else feel about it?

MR. MELROSE: I think youÓre right.

MR. KANUHA: Sounds good to me.

CHR. SIRACUSA: So, in that case all we have to do at this point is file. Is that correct?

MR. KAHAWAIOLAÒA: Madam Chair, just food for thought for the Commission. Probably
the most important part of this other than meeting the deadlines for submitting the Alternate
Plan, and the other two, the Final Plan adoption and file the Plan with the County Clerk, would
be that this body should look at the schedule seriously and consider those public hearings. Those
public hearings were important. I didnÓt mean to make fun of the public hearings. The public
hearings were important. That I believe would then give us the guidance as to what needs to be
done. We can sit here and tell people go on the computer and learn to use this, and make an
alternate plan, but thatÓs why I believe the biggest part of it was to go out to public hearings to
get their input there, and see how it was. They will probably enhance it now. They will
probably come to the public hearing with--based on the new software that we have--to say, ÐHey
look, I have something already, so consider that for my district.Ñ Thank you.
29
