<br />MR. MIDDLESWORTH: When you did the hearing last time, you took plans around with you <br />as I recall. They had several plans. <br /> <br />MR. KAHAWAIOLAÒA: There were several plans put up on the wall, we took differen <br />scenarios, and kudos again, to the staff because they had to do that. We the Commission, made <br />those decisions. The lines should be here, this should be there. The public hearings had great <br />interaction because it was based on numbers; when we took the nu <br />those numbers down, we are fully behind those numbers. Then, it really becomes a matter of <br />inserting those numbers inside the lines, within the tolerance of the 4.99%. <br /> <br />CHR. SIRACUSA: And now itÓs also within the tolerance of the other criteria that we have been <br />given in the recent County Ordinance. <br />MR. KAHAWAIOLAÒA: Those other criteria are man made; you can do it. I think for todayÓs <br />meeting, we heard the attorneyÓs explanation of the opinion that was rendered in the lawsuit and <br />the tolerance was 10.87%. So now, we are bound by Ordinance to stay within a tolerance of <br />4.99%, either way, up or down. So, the numbers and then the tolerance. <br /> <br />CHR. SIRACUSA: Okay, motion to file. <br />MR. MELROSE: We already have a motion to accept the communication. It was moved and <br />seconded. <br /> <br />CHR. SIRACUSA: Okay. We have a motion on the table already to accept this <br />Communication, so youÓre saying we donÓt have to do anything else at this point. We vote. <br />The motion to file Communication 13, <br />discussion on Timelines for Submitting <br />the Final Plan was carried by the following <br />vote: <br />Ayes: Commissioners Carvalho, Kahawaiolaa, <br /> Kanuha, Melrose, Middlesworth, <br /> Poindexter, Ugalde, and Chair Siracusa. <br />Noes: None. <br />Absent: Commissioner Kahui. <br /> <br /> <br />COMM. 14: DISCUSSION ON GEOGRAPHICAL STARTING POINTS <br />Memo from RenĀ Siracusa, Chair, HawaiÒi County Redistricting Commission, dated <br />May 5, 2011 requesting a discussion on Geographical starting points. <br /> <br />Mr. Middlesworth moved to open discussion on <br />Communication 14, Geographical Starting Points. <br />Seconded by Mr. Melrose. <br />30 <br /> <br />
