CHR. SIRACUSA: Thank you very much. Does anyone on the commission have any questions
for Mr. Bidleman?

MR. KAHAWAIOLAÒA: Madam Chair, I do. Mr. Bidleman, do you have, in your experi
any idea of the cost---

MR. UDOVIC: Madam Chair, this is not the time for questions, it is the time for public
comment only, not for dialog between the person making his statement and the commission
members.

CHR. SIRACUSA: So are you recommending that the question be held until we di
agenda item relating to our technical resources?

MR. UDOVIC: Yes.

CHR. SIRACUSA: Patrick, would you be willing to hold that question?

MR. KAHAWAIOLAÒA: Yes.

MR. BIDLEMAN: So I should stick around until you get to that item?

CHR. SIRACUSA: You are welcome to stick around. Until they lock us all out
you are welcome to stick around.

MR. BIDLEMAN: Thank you.
CHR. SIRACUSA: The next testifier is Barbara Kahn-Langer, representing herself.

BARBARA KAHN-LANGER
(At this time Barbara Kahn-Langer came forward to address members of the Commission.)

MS. KAHN-LANGER: First of all, thank you all; each of you, every one of you for the service
that you are giving to our County. It is so needed and it is so important that each and every
citizen understands that this is a one person, one vote process; it is critical. I canÓt think of how
many Redistricting sessions I have been in, in my life since that law was passed in my lifetime. I
followed each one in every place that I have lived. Secondly, I want to thank whoever put
together this agenda. It is a wonderful teaching tool. Instead of having to wonder what
happened when, and why did this occur at a prior time--I moved here in 2003, so I wasnÓt here
with Redistricting the last time--so the history is really important, and I want to thank you for
understanding that the progression of what has occurred in HawaiÒi is important to each of us. It
is clearly written and clearly displayed. I looked at the agenda and I went, ÐOh, this is great.Ñ
Thank you, it is a great education.

3
