Next, I want to second what Richard Bidleman said. I would love to be able to have the <br />opportunity to be an active participant in this process. I would like to be able to see what is <br />happening. I have a computer at home, and if IÓm not able to access visually what the discussion <br />is, and what the maps and particular changes might occur, I would like to have the opportunity to <br />see it at least at a central location. I live in Hawaiian Paradise Park, so I just put that forth to you <br />for your consideration, and I thank you very much for the service you are giving our County. <br />Mahalo. <br /> <br />CHR. SIRACUSA: Thank you. For everyoneÓs information, that agenda was sort of put <br />together by the Commission. The various Commissioners were saying what they wanted to see, <br />what information they felt they needed, and it was put on the agenda. So it was a group effort. <br /> <br />MR. KANUHA: Madam Chair, we have a testifier from Kona. We have Council <br />Brenda Ford. <br /> <br />CHR. SIRACUSA: Welcome Brenda <br />BRENDA FORD <br />(At this time Brenda Ford came forward to address members of the Commission.) <br /> <br />MS. FORD: Thank you, and good afternoon to all the Commissioners. I am <br />very short. I submitted some testimony; several pages of questions and answers. I observed at <br />the last meeting that there were some 12 to 14 questions that Commissioners asked that did not <br />receive any answers. I made the best attempt possible to answer those questions from my <br />knowledge. I have submitted that as testimony. I donÓt mind do <br />would recommend--and IÓm just a member of the public, IÓm not here as a Councilperson--that <br />Corporation Counsel should be getting the answers to those questions if you donÓt have the <br />expertise on the Commission yourself; or should be able to contact an appropriate person to get <br />that information. <br /> <br />I am very grateful that you have put the ÐHow to Draw Redistricting Plans That Will Stand Up in <br />CourtÑ on the agenda. It is absolutely a fabulous training manu <br />you need to know about Redistricting after you read that manual. This is the revised 2010 <br />version. It was written by Peter Watson, who was originally the counsel to the Minnesota <br />Senate, and he is now counsel to the Minnesota governor. I recommend highly that you do not <br />put that aside, that you actually take it home and spend a couple of hours reading and <br />understanding it. If you have questions, then you can ask Corporation Counsel for the <br />information. <br /> <br />You might also want to consider ordering the approximately 75 - three foot by three foot maps <br />from the Census Bureau. It will show you every single census block on the island and you will <br />be able to tell from the map much easier where a particular census block is located. You can also <br />order the zip code maps so you can see what zip code things are in. I donÓt think it is a <br />horrifically expensive process, but you may need the maps, and the sooner you order them the <br />better. The Commission will need to make a motion to do that and then instruct the Clerk to <br />make that purchase. <br />4 <br /> <br />
