MIDDLESWORTH: I think, because of the one provision in the Ordinance about taking <br />into account growth and so forth, that this time around, we should start with the northern <br />boundary of Paradise Park and the northern boundary of Hawaiian Acres, and draw two districts <br />in Puna on either side of Highway 130. The population is there to create two districts and work <br />around the island clockwise from those two. <br /> <br />CHR. SIRACUSA: Okay, that is one way that we could do it that is interesting. Does any one <br />else have any other ideas about geographical starting points? <br /> <br />MR. KAHAWAIOLAÒA: Just a point of clarification on Mike's point. Are we starting at the <br />Puna border? Is that what IÓm hearing, the Puna border, between Puna and Hilo, and moving <br />clockwise? We are going to start in Puna, so the Puna border? <br /> <br />MR. MIDDLESWORTH: Not the Puna border, because the Puna border is in the middle <br />where there are no people. In terms of the census, the people really start at Paradise Park and <br />Hawaiian Acres. <br /> <br />MR. MELROSE: Just a point of conversation. I donÓt know what you had in m <br />brought up--put this on the agenda--because we are really not making a decision on this topic <br />today. I think as it happened ten years ago, was you lay out a series of different potential starting <br />points, and you do the map accordingly. From that, we get input as to what the implications of <br />those are. So, discussing a specific one today---I think we should be talking about starting <br />points, and having that conversation about when we actually get the data in front of us. And <br />then, come up with a target number. I think you guys had nine, or so, the first time you went out <br />ten years ago, or, I donÓt know what the number was. <br /> <br />MR. KAHAWAIOLAÒA: Nine Council Districts, so you had nine holes to fill. <br /> <br />MR. MELROSE: Right, but the number of maps is what I was thinking of. How many maps did <br />you produce when you went the first circle? <br />MR. KAHAWAIOLAÒA: It was like five maps; we started with nine maps, picking several <br />starting points within the nine maps. So thatÓs what I thought this thing would be, just for the <br />Commission to discuss potential starting points. And, I would think today we would discuss <br />nine starting points. <br /> <br />CHR. SIRACUSA: And that is exactly what I had in mind when I asked for it to be put on the <br />agenda. I wanted to find out if anyone had any ideas about geographical starting points; <br />suggestions for those. I certainly have my suggestions, and IÓm sure that the other <br />Commissioners have theirs.
