MR. CARVALHO: Madam Chair. This is Joe in Waimea. We are unclear about the number of <br />districts. Is it by Ordinance that we are limited to nine districts? But if we find out--We can <br />form another district, is that possible? <br />CHR. SIRACUSA: No. What we would do is we would divide the total census numbers by <br />nine. The population number that we would aim for would aim for that resulting sum. We are <br />not looking to add more districts. The County Charter, I believe, says that we are limited to nine <br />districts. But we can have, as population grows, of course, we have more people in each district. <br />And population moves also, and so some districts may lose population and others may gain. But <br />we still keep it within the nine. <br /> <br />MR. CARVALHO: Thank you. <br /> <br />CHR. SIRACUSA: You are welcome. So, we were throwing out some ideas and I would like <br />maybe for each Commissioner to throw out an idea about where the <br />appropriate starting point, and then we could see about looking at various scenarios utilizing <br />those starting points. And everyone, if they want to play with it on the computer, they can play <br />with their favorite starting point and take it from there. Then we will see how it goes. IÓm just <br />opening up the discussion at this point. So, Kona, do you have any ideas? <br /> <br />MR. KANUHA: Sure, I mean the first thought I had was start at the northern most point; start at <br />North Kohala and work your way down clockwise. To me thatÓs an option. There are so many <br />other options that we can play with, but that seems pretty simple to me; the border between <br />North Kohala and Hmkua. <br /> <br />CHR. SIRACUSA: Okay, that is one idea. So, we are using the clock as a template so to speak. <br /> <br />MR. KANUHA: Sure. <br /> <br />CHR. SIRACUSA: Okay, Waimea? <br /> <br />MR. CARVALHO: I think itÓs a great idea starting from North Kohala. <br /> <br />CHR. SIRACUSA: I canÓt imagine why. (Laughter) <br /> <br />MS. POINDEXTER: I agree with North Kohala and moving clockwise. <br /> <br />MS. UGALDE: It seems to me that it is a real clean starting point; not starting in the middle of a <br />district, so I agree. I like North Kohala too. <br /> <br />MR. KAHAWAIOLAÒA: I would start anywhere this body would want us to start and then <br />based on the numbers; for me, itÓs always going to be about the numbers. If I canÓt get 25,000 <br />people from Ka to South Kona, or Ka to part of Puna and back to Hilo, itÓs not going to work. <br />We will be way outside of the tolerance. District 6 is going to be an animal. ItÓs an animal now; <br />itÓs going to be an animal. The Representative there is going to drive forever. The census says <br />there are less than 4,000 people in Ka. So we have got to put 20,000 people in that hole. <br />32 <br /> <br />
