MR. UDOVIC: The problem is, is that by the fourth meeting you have to set the date for the
Alternate Plan. So thatÓs the only thing that I would just make sure you keep that in mind as
well.

CHR. SIRACUSA: If we keep our next scheduled meeting date, can we get the GIS training as
part of that meeting? Can we set aside part of that meeting for the GIS training?
MR. MELROSE: I think I am going to have to arrange that. What I was hearing was that the
County was less able to do that than---You know, working with the University, the University is
on summer break, and the like. So, I would have to start that conversation when I leave this
meeting to see whether or not I could get something done. I wouldnÓt want to say absolutely that
it would happen in two weeks, and not be able to deliver it.

MS. NAKAMOTO: And I can check with the County again, but it was my understanding after
th
speaking with them, that they may not be available. Since we have a date of May 26, IÓll check
to see if someone might be available, but IÓm not sure.

MR. MELROSE: And we do have some other questions pending. There were some population
questions. ItÓs not clear to me the role of the Reapportionment process at the State level, and
how it affects us, and when these numbers are going to come through. I donÓt really want to sit
in these meetings and go around in circles; I would much rather have traction underneath us; and
I think we all would rather be there. So, although we set aside a very ambitious two week
schedule, I am also more than willing to say letÓs make good use of our time when there is real
material here to work with. Is that subject to the call of when we start to know more, or do we
just have a meeting and then complain about it when it doesnÓt show up?

MR. MIDDLESWORTH: One of the things I know from reading the ESRI web site, is that their
software is set up to use the numbers that are in that chart that we have in hand already. There is
a Public Law that defines the Census numbers, and that is what their software is set up to use. So
we are not going to have a whole lot of flexibility, if we are going to use that software. I would
just throw that out.

MS. NAKAMOTO: The Census data is total population. We are looking, based on the Charter,
not including non-resident military and non-resident students.
program is not going to provide us with that information. We need to go outside and get that
information. And just in previous discussion, just as an FYI to all of you, that may not be that
easy. My understanding is that when the State wanted to get some of that information, they had
to contact certain influential people to help them to get that information. We just canÓt go
directly to the agency and get that information. So, beginning tomorrow, we are going to start
working on that.

MR. MIDDLESWORTH: As I say, the software is set up to work with that specific batch of
tables. It is going to be real hard for us to adjust the software, adjust the maps after the software
has drawn them. WeÓve got a real problem with that.

38
