RECOMMENDATIONS - GENERAL FINDINGS <br />An evaluation of legislative or governmental authority available to the County for <br />contract enforcement purposes. <br />DEM Response <br />The ISWMP scope of work was designed around the HRS §342G and is limited to that chapter. <br />LAO Follow -Up <br />If so, DEM should develop, communicate, and implement standardized policies, procedures, and <br />safeguards in consultation with the Finance Department and Corporation Counsel. <br />• Incorporation of public input into plan development and participation in future <br />recycling and diversion programs and technologies. <br />DEM Response <br />The ISWMP has designed into the scope of work, a number of opportunities for public input and is <br />designed around maximizing the public input to reflect the needs of the public. <br />LAO Follow -up <br />It is unclear whether this recommendation can be fully addressed within the Updated ISWMP, since <br />an overall "working plan" may need to include certain internal organizational issues, personnel <br />schedules, and departmental controls. If so, DEM should identify these respective components and <br />develop separate action plans. In addition to referring the ISWMP Update to the Council for approval <br />or amendment, DEM should continue to regularly update the Council as to the status of <br />implementation of the ISWMP. <br />General Findings Recommendation #3 <br />We recommend that DEM evaluate areas of possible risk and exposure and develop and implement <br />written policies and procedures to reduce said risk and exposure. <br />• Consult with the Finance Department and Corporation Counsel on development of a <br />risk management policy to limit the County's exposure to governmental sanctions and <br />civil liabilities. <br />DEM Response <br />This recommendation should be pursued by Finance Department and Corporation Counsel as it will <br />affect all County Departments, not just DEM. <br />LAO Follow -Up <br />Agreed. However, DEM will need to cooperate with the Finance Department and Corporation Counsel <br />in order for the County to properly assess and address risk management in its solid waste <br />management programs. <br />
