MR. KAHAWAIOLA`A: Well said, ma'am.
CHR. SIRACUSA: I must admit that for Puna I would prefer a north /south split rather than an
east /west one because of the road continuity thing.
MR. MELROSE: Shyla, can you play with that just for a second. Take all that is currently below
Ainaloa and put it into District 5. Now you are right about at the right number. You still have to
shed some votes from District 2 and shed 2,000 from District 4. I would push back to the
Wailuku River. For the sake of this alternative, if we are going to keep going on with this, I think
you have to move more votes out of District 2 into Puna and then out of District 4 into Ka`u.
That leaves District 2 a little shy, but we can take care of that later. Why don't we go back to
District 4 and see how far we have to come in. When you think of Volcano, is `Ohi`a Estates
across the street.
MS. UGALDE: The greater Volcano area is defined from Golf Course subdivision to Akatsuka's
is considered the greater Volcano area.
MR. MELROSE: So, if you have to come in, you would want to keep those together. Go back
up to Volcano and add in Kulani. Can you add in that whole block? Bo and Dru, what are your
thoughts on that little strand.
MR. KANUHA: It is definitely different from what it was before. I wanted more conversations
about it in the public. It definitely goes against the ahupua' a.
MR. MELROSE: _If you took Hmlualoa, Honalo, Kealakekua and turn that into District 7, then
you would have that mauka /mauai link.
MR. KAHUI: After we finish this exercise, can we look at Council District 8 and compare it with
Plan _10. I know that we spent some time on map 10 and it got closer to some of the sentiments
and compaction issues that we discussed earlier. For the purpose of this exercise, maybe we
would finish off with District 8 and then revisit Plan_10. and then call it a day.
MR. CARVALHO: Can we finish with District 9 first and then look at Plan-1 0?
MR. KAHUI: Looking at District 8, and again, I think we have looked at how Puako is really
part of District 9, and looking at our deviations, it kind of hits our target. I did want to find out
from Joe what his sentiments are about that intrusion into that district; of District 8 into District 9?
MR. CARVALHO: I would like to see Puako stay in the 91h District. It doesn't look good on the
map, but I think there are like 700 people there.
MR. KAHUI: What we could do is, there is that dividing roadway; maybe if we could ask that
we just kind of see where the numbers go if we move that into District 9 for now; and how do we
pick up numbers for District 8 to make the medium.
29
