Curb Extensions: A traffic calming <br />measure that extends the sidewalk <br />or curb line into the parking lane, <br />significantly improving pedestrian <br />crossings, enhancing visibility, and <br />reducing the total time pedestrians <br />are in the street. <br />FIRM (Flood Insurance Rate Map): An <br />official map issued by FEMA that <br />identifies special hazard areas and <br />the risk premium zones within a <br />community; generally puts limitations <br />on the types of development and <br />renovations allowed within the <br />identified areas. <br />Form -based Code: A method of <br />regulating development to enable <br />or preserve a specific form or <br />character of a place, by <br />emphasizing the relationship <br />between public and private space. <br />Includes standards for building form <br />and its relationship to the street, <br />pedestrians and vehicles, public <br />gathering spaces, block and <br />neighborhood scale. Usually includes <br />a regulating plan or map, building <br />form guidelines and public <br />space /street standards. <br />Garden: A planned green space, <br />usually outdoors, set aside for <br />display, cultivation, or personal <br />enjoyment of vegetation and other <br />natural features. <br />Gateway: A design element <br />intended to signify the arrival to a <br />specific district such as Downtown <br />Hilo; gateways may incorporate <br />architectural features, signage, <br />landscaping, and street trees in an <br />attempt to welcome, beautify, and <br />inform. <br />Major Attractor: A specific location <br />or event in Downtown Hilo that <br />provides activity, education, and /or <br />entertainment, while grabbing the <br />attention of the community and <br />increasing the number of visitors to <br />the downtown area. <br />Open Space: An area or place that <br />is open and accessible to all citizens, <br />including publically owned lands <br />such as parks, squares, and <br />sidewalks. <br />Parking Structure: A building <br />designed specifically for automobile <br />parking, and which consists of <br />numerous floors or levels on which <br />parking takes place. A parking <br />structure may exist as a stand -alone <br />or multi -use building. <br />Playful City: A city that has <br />committed to creating and <br />maintaining safe and accessible <br />places for children to play. The <br />Playful City USA Program's vision is <br />that a great place to play is within <br />walking distance of every child in <br />America. <br />Place- making: A process that <br />involves a community's residents <br />and capitalizes on that community's <br />sense of place - its character, assets, <br />historical or cultural significance or <br />physical landscape. It also focuses <br />on developing existing potential and <br />looks at ways to improve community <br />design that enhances and creates <br />welcoming public and private <br />spaces that promote health and <br />happiness all while strengthening a <br />sense of community connection. <br />Pocket Park: A small open space <br />area that includes green space that <br />is often maintained by the <br />community <br />EDH 2025: 5 -Year Action Plan Update 3 1 Page <br />
