Remember, your job <br />as commissioners should be putting the best plan for the "People" of DistrIcfs 2 <br />and 31n Hilo. <br />Remo mber, District 2 has always represented the "rural and urban"' communities, <br />District 4 has always been the "mix district" and District 3 was mix to because of <br />Keaa u.
