J. Description of accesses to the area (e.g. width, type of surface and condition <br />of roadway). If a private roadway, submit evidence of access rights. <br />The property is accessed by a driveway that comes off of left on 29th Avenue <br />which is a private road. The driveway is 130 feet long and at its narrowest point, <br />15 feet and opens up to the property. It has a gravel surface and is in good <br />condition. The roads in the subdivision are privately maintained and very few are <br />paved. The street that this applicant is proposing the kitchen be located is not <br />paved but is a gravel surface but is now being prepped for paving. <br />K. Traffic impacts- assessment of existing traffic conditions, anticipated increase in <br />traffic and traffic impacts from proposed use (a formal study may be requested <br />by the Department of Public Works or Department of Transportation during the <br />review process). <br />The proposed kitchen will have no impact on the traffic conditions in the area. <br />As previously mentioned, this proposed kitchen will not have deliveries or <br />customer pickups. The traffic will remain only for the residents. <br />L. Availability of utilities: water, telephone, electricity, sewage disposal. <br />The property has all utilities including catchment water, metered electricity, <br />and telephone lines. An additional septic /cesspool system will be installed upon <br />approval of this permit. All utilities are well established. As per electrical plans, the <br />current HELCO service will be upgraded in order to facilitate the kitchen. There is <br />also a bid for full solar services to make this facility self- sufficient (KumuKit). <br />4. An original and twenty (20) copies of how the request meets the following: <br />A. The granting of this request would promote the effectiveness and objective of <br />Chapter 205, Hawaii Revised Statutes, as amended. Include discussion on how <br />the proposed use is not contrary to Chapter 205 A, Coastal Zone Management <br />(existing public access, scenic or open space resources, coastal view planes <br />and coastal ecosystems. <br />The proposed use is concurrent with Hawaii Revised Statutes Chapter 205 -6, <br />special permit, allows for persons to petition the planning commission for <br />approval to use the land for other than agriculture or rural use. The proposed use <br />does not interfere nor is it contrary to any specific land management <br />specifications. The certified kitchen will not affect the coastal zone or eco- <br />systems; there are no public access routes or scenic resources located on the <br />parcel. <br />B. The desired use shall not adversely affect the surrounding properties; <br />
