<br /> <br />1)The Sub-Committee is no longer getting response from certain County Departments to <br />76 <br />inquiries of status of the projects [(a) and (b) below]. <br />77 <br /> <br />a.Shuttle bus service – the bid for the contract was to have gone out in January and no <br />78 <br />further status update received from Mass Transit. <br />79 <br /> <br />b.Paniolo Avenue – no update provided by the Mayor’s Office. <br />80 <br /> <br />c.Library construction – Governor has signed a bill releasing 800K funds for the <br />81 <br />planning for the Library and a site has already be selected. <br />82 <br /> <br />d.Critical habitat designation – the CDP recognized and supported the development of <br />83 <br />the Waikoloa Village Lands zoned Light Industrial but still identified the need to <br />84 <br />protect the endangered trees which fall within the critical habitat designation and <br />85 <br />lands zoned light industrial. The Waikoloa Village Association does not want the <br />86 <br />lands that are zoned light industrial to be designated as a critical habitat. The <br />87 <br />Waikoloa Village Association and local conservatory group have requested that the <br />88 <br />SKCDP AC not to intervene on behalf and support the critical habitat designation. <br />89 <br />Request was made by the AC to have the Waikoloa Village Association and local <br />90 <br />conservatory group put their request in writing to the AC and that the Sub- <br />91 <br />Committee provide additional information to the AC regarding the location of the <br />92 <br />trees and the protection measures in place for the trees. <br />93 <br /> <br />e.Resolution by the Waikoloa Community Leadership Committee – adopted a motion <br />94 <br />which expressed their appreciation of the efforts of the SKCDP AC and requested <br />95 <br />that the SKCDP AC not make amendments to the SKCDP. <br />96 <br />The Action Committee decided that no action would be taken regarding this matter <br />97 <br /> <br />ii.Kawaihae <br />98 <br /> <br />1)Historic Corridor – the purpose is for the proposal made is to have the AC support an <br />99 <br />amendment request to the CDP (and therefore the General Plan) to identify and <br />100 <br />designate certain sites within Kawaihae as historic sites which will create a historic <br />101 <br />corridor. According to the Sub-Committee this would provide jump start of support for <br />102 <br />the sites to be put on the National Historic Site Registrar. The process of designation is <br />103 <br />a long complicated process. <br />104 <br />The Sub-Committee was asked to provide documentation to the AC of the sites and <br />105 <br />possibly request a presentation to provide an explanation of the historical significance of <br />106 <br />the sites. And the status of the designation process for each of the sites. <br />107 <br />Concern was expressed that the designation of the sites, at least State Historic Site <br />108 <br />designation, would need to be established first before the AC could be able to support an <br />109 <br />amendment to the CDP and General Plan. <br />110 <br />An added concern expressed for the sites preservation by the Sub-Committee is that the <br />111 <br />sites are being endangered by the public and military. <br />112 <br />Page 3 of 6 <br /> <br />
