(2) The Commission shall file the notice in the Office of the County Clerk and in <br /> the Commission's office for public inspection at least six calendar days <br /> before the meeting. The notice shall also be posted at the site of the meeting <br /> whenever feasible. Agenda for meetings shall be established in advance at <br /> prior meetings by the Commission. The Chairperson may add items to the <br /> agenda prior to the filing of public notice. The Commission shall not add <br /> items to the agenda,once filed, without a two-thirds recorded vote of all <br /> members to which the Commission is entitled; provided that no item shall be <br /> added to the agenda in the manner provided herein, if it is of reasonably <br /> major importance and action thereof by the Commission will affect a <br /> significant number of persons. <br /> (3) The Commission shall maintain a list of names and addresses of persons who <br /> request notification of meetings and shall mail a copy of the notice to such <br /> persons at their last recorded address no later than the time the agenda is filed <br /> under subsection(2). <br /> (4) Notice of any special meeting shall be published in two newspapers of <br /> general circulation in the County at least twenty-four(24)hours in advance of <br /> the meeting,unless the date,time and place of the special meeting was <br /> announced prior to the adjournment of a regular meeting. <br /> (d) Emergency Meetings;Notice. An emergency meeting is a meeting in which the six <br /> calendar days notice requirement cannot be met. Such a meeting can only be held if <br /> there is a written finding that there is imminent peril to the public health, safety, or <br /> welfare and provided the following procedures are met: <br /> (1) The Commission states in writing the reasons for its findings; <br /> (2) Two-thirds of the members to which the Commission is entitled agree that the <br /> findings are correct and an emergency exists; <br /> (3) An emergency agenda and the findings are filed with the Office of the County <br /> Clerk and in the Commission's office; <br /> (4) Persons requesting notification pursuant to Rule 1-5(c)(3) are contacted by <br /> mail or telephone as soon as practicable; and <br /> (5) A notice of the meeting shall be published in two newspapers of general <br /> circulation in the County at least twenty-four hours prior to the meeting, or if <br /> the requirement with respect to publication of notice cannot be met because <br /> of insufficient time,the meeting notice shall be made by broadcasting a <br /> minimum of three announcements in the English language over an FCC <br /> licensed public radio station in the County or a television station with local <br /> audience. <br /> (e) Executive Meetings. The Commission may hold an executive meeting, closed to the <br /> public,upon an affirmative vote,taken at an open meeting, of two-thirds of the <br /> members present. The vote of each member on the question of holding a meeting <br /> closed to the public and the reason for holding such a meeting shall be recorded and <br /> 7-3 <br />
