Facilitate land use entitlements and <br />financing for the development of new <br />village /town centers by: <br />1) Creating a regional town center <br />plan for each village /town area as <br />prescribed in Section 5.2.1... <br />Progress Update <br />The Kapoho Wastewater Project (KWP) <br />subcommittee continued to urge dialogue <br />among residents in the two subdivisions that <br />might develop consensus in either moving <br />forward with a wastewater collection and <br />treatment system or to initiate more proactive <br />measures through association by -laws to <br />require private system upgrades. <br />The KWP SC was dissolved following a final <br />report from the SC indicating that financial <br />constraints and the inability to establish <br />consensus within Kapoho Beach Lots on a <br />course of action. <br />• Pahoa Regional Town Center Plan (PRTCP). <br />o The PRTCP online survey generated more <br />than 500 responses. <br />o PRTCP SC and working group <br />participants reviewed and categorized the <br />survey responses and comments, which is <br />serving to guide the plan development <br />moving forward and articulate community <br />visions. <br />o Resolution 313 -12, calling for a delay on <br />any requests for upzoning within the <br />PRTC planning area until adoption of the <br />PRTCP or June 30, 2013, whichever <br />comes first, was approved by the County <br />Council on January 9, 2013. <br />o Architectural design guidelines have been <br />drafted and presented to the community <br />and Planning Department for initial <br />review and comment. Revisions based on <br />feedback received are being finalized <br />before presentation to the community and <br />county for final review and comment. <br />o $300,000 appropriated in FY 2013 -14 CIP <br />Budget for Pahoa Sewer Feasibility Study. <br />o The drafting of an ordinance to amend the <br />Chapter 25 (Zoning Code), Article 7, <br />HC' creating a Pahoa Village district and <br />Chapter 3 (Sign Code), HCC, creating a <br />M� <br />
