• Break Down—3:00 p.m. until done <br /> Next Meeting:July 15, 2014, Keaau Community Center, 5:00 p.m. <br /> Adjourned: 6:52 p.m. <br /> June 24, 2014 Minutes—Connectivity and Emergency Response Focus <br /> Call to order: 5:11 p.m. <br /> Minutes approved as circulated. <br /> In Attendance: Stephanie Bath, Patti Pinto, Hannah Hedrick, Rusty Jones,Jon Olson,June Conant, Farris <br /> Etterlee, Catherine Ford, Sherri Carden, Marlene Hapai, Chair <br /> Old Business: <br /> • Follow Up to Priority Report sent to County Agencies—Next Actions <br /> Additional Input: <br /> Sherri Carden of Orchidland shared the following: <br /> She is in support of the connection of Pohaku Drive and Pulelehua but shared the following that <br /> is very important in the implementation phase: <br /> Flooding issues. Upon closure of Olaa Plantation,water run-off issues were never addressed. <br /> Therefore, in this area when water crosses the road especially at the corner of Pohaku Drive and <br /> 39th it gets as much as 5 feet deep which is life threatening especially for those not familiar with <br /> the area which might be using this as a pass through area. This is#3 for Puna Uka (Upper Puna) <br /> so needs to be addressed as we move forward. Otherwise, she is supportive of this connection. <br /> Discussion by the group ensued including suggestions to have Shipman reclaim some of the <br /> area; removal of a wall in the area,which others countered with would divert the water to <br /> Keaau Ag Lots creating additional problems. Other suggestions included adding a culvert in <br /> areas that flood Hawaiian Acres and seeing if FEMA would fund this adding this was addressed <br /> twenty years ago. Also the need for a master plan for the whole flood way was discussed, <br /> including Flood Plain Planning presented during Kim's term as mayor as well as to be presented <br /> again next month. <br /> The importance of the connection of Kaleponi and Eden Roc was once again emphasized. <br /> Hawaii's aggressive eminent domain laws were also mentioned. Hannah Hedrick asked for a site <br /> visit to this area as these have been mentioned as part of the decision-making process. <br /> Response Letter to Department of Land and Natural Resources: <br /> A letter to the CER Subcommittee was received from the Department of Land and Natural <br /> Resources Chairperson William Aila Jr. expressing concerns related to Connectivity Location #36 <br /> for Volcano Village from Wright Road to Stainback due to traffic damaging or destroying the <br /> sensitive natural and cultural resources along the planned route. This letter was read and a <br /> draft response was read and revised to send back to DLNR basically assuring DLNR the <br /> subcommittee and the PCDP Action Committee are aware of these concerns as well but it was <br /> part of the input process to accept all community suggestions and prioritize them according to <br /> need and viability. DLNR's input provides substantial reasons to avoid this route and move it <br />
