Salary Commission <br />February 26, 2014 <br />kind of people we can get for the money we pay, and if you expect to be able to <br />attract people in the future, you're going to need to pay them. This is the case in <br />almost every single one of the positions—he is not criticizing anyone in the <br />smaller tiers—the Housing Administrator, Liquor Control, County Clerk, and <br />Legislative Auditor. <br />Mr. De Lima said that not many lawyers are going to leave private practice to <br />work for the amount of money here—some first year associates make more money <br />than our head Corporation Counsel. On the other hand, loyal people have made a <br />career in government. Is that good? Many think that it's good because you keep <br />experienced attorneys doing the routine thing for many years. Maybe that's bad, <br />too, because they become comfortable and maybe complacent. But, if you have <br />good leadership, it really doesn't come into play because they challenge the staff <br />and they mentor the younger attorneys. <br />Mr. De Lima stated that it really depends on the leadership, and we need to pay our <br />leadership a little bit more than what we're paying them presently. This is his <br />suggestion. He doesn't want to adopt Proposal #1 and suggested that this be <br />"tabled" for a future meeting after they've discussed it further. <br />Mr. Sumja agreed with Commissioner De Lima. He hears what Ms. Toriano is <br />saying regarding the time element but, at the same time, they shouldn't move <br />forward until they've had a chance to study it and they are not prepared to make <br />any decisions today. <br />Ms. Lundkvist inquired about the Prosecuting Attorney's salary ($113,580) and the <br />Corporation Counsel ($110,244). At one point, she thought that they were going <br />to make them equal. <br />Ms. Toriano replied that discussion has gone back and forth among the <br />Commission Members concerning the qualities of the Prosecutor and Corporation <br />Counsel. As of November, a decision was made that they're not equal and, <br />therefore, those were the salaries that were awarded by this Commission. <br />B) FORMATION OF A PERMITTED INTERACTION GROUP FOR THE <br />PURPOSE OF CONDUCTING A COMPREHENSIVE REVIEW OF THE <br />COMPENSATION PLAN AND SALARY STRUCTURE <br />Chair Lassiter asked that the Commission formulate a committee to review and <br />establish some foundation, and asked for volunteers. She thanked Mr. De Lima, <br />Mr. Sumja, and Ms. Stroh for volunteering to serve on the Permitted Interaction <br />Group. <br />Page 7 <br />
