<br />For reference, moving in a north-south direction, we have the Keaʽau-Pāhoa Road or Highway <br />130. The subject properties are identified with a black outline. <br /> <br />This is a closer view. This illustrates our County zoning for the area. The lighter green <br />represents Agricultural – 1 acre, and these, majority of the properties within Paradise Park are <br />one acre in size. <br /> <br />The darker green represents Open zoning. There are several parcels within Hawaiian Paradise <br />Park that are approximately 20 acres in size that were set aside for community purposes, that are <br />zoned Open. This one’s just in that vicinity. <br /> <br />This is our General Plan Land Use Pattern Allocation Guide Map. It identifies the subject parcel <br />and surrounding areas as Rural, and you’ll notice the orange coloring that identifies Medium <br />Density Urban. So, this is one of our Medium Density Urban nodes that was approved in <br />Paradise Park which is also consistent with the location for the Village Center in the Puna <br />Community Development Plan. So, the subject property would be right within that, that Village <br />Center area. <br /> <br />This is an aerial photo. For reference, we have Kaloli Drive running in a north-south direction. <br />The, original subject property with the church is, is on the upper portion of the map, and the <br />request for the amendment to add the lower parcel is identified on the lower parcel--mainly for <br />access purposes is the request. <br /> <br />The applicant is requesting an amendment to Special Permit No. 14-163 to include an adjoining <br />th <br />one-acre parcel, Parcel 124, as part of the permit area to accommodate a new access from 24 <br />Avenue. This will allow for termination of access from Kaloli Drive as required by the existing <br />Condition No. 3. <br /> <br />Special Permit No. 14-163 was originally approved by the Windward Planning Commission on <br />June 5, 2014, to allow the establishment of a church and related improvements and activities <br />within two existing structures situated on approximately one acre of land in the Hawaiian <br />Paradise Park Subdivision. The project is known as the “Paradise Park Baptist Church.” <br /> <br />Condition, currently Condition No. 3 states, “The entrance to the subject property shall be from <br />rd <br />23 Avenue. Direct access to the subject property from Kaloli Drive shall be prohibited after <br />one \[(1)\] year from the effective date of the Special Permit, at which time the applicant will need <br />to appear before the Planning Commission for an amendment.” And, so this is in compliance <br />with Condition 3. <br /> <br />For reference, this is the original site plan. The adjoining parcel would be on the left side which <br />rd <br />is now part of this map. But, for reference, we have Kaloli Drive, and we have 23 Avenue on <br />the right side of the map. The existing church is on the left side of the parcel, and currently, they <br />have been accessing from Kaloli Drive in this general area.
