we actually have asked Ms. Valdez to remove because only one kitchen is allowed in a single- <br />family dwelling. When you have a heating appliance and an area to wash food, it's considered a <br />kitchen. So, Ms. Valdez told me this morning that if the permit is approved, she would have <br />food prepared in the main kitchen on the top floor. <br />This is Honoli`i Place looking towards the driveway. There's a gate here and then the driveway <br />drops pretty significantly to the property. <br />And, this is a view of Honoli`i Place looking north and south. So, the south view is looking at <br />the dead-end cul-de-sac. There is a no parking sign right here on this pole, and then the view <br />looking north shows about 13 to 15 feet of pavement with no shoulders. <br />So, the Planning Director is recommending denial of the Use Permit application because the <br />B&B would adversely impact the community's character and surrounding properties. We have <br />received testimony both over the phone and written from several of the neighbors, and you can <br />see the yellow denotes letters that were submitted when the slide was created. We've since <br />received one more letter from a neighbor that lives on this Lot 11 here. And, then the blue <br />denotes phone calls that were received in opposition to the Department. Ms. Valdez's property <br />is here, and there is one existing B&B that was permitted several years ago, and that's shown in <br />the green. <br />The two main reasons for the denial request, the reason the Director feels it would adversely <br />impact the community is because a lot of the testimony we received, folks had concern about <br />whether guests would park on Honoli`i Place which is pretty narrow, and this is a neighborhood <br />where a lot of the kids in the neighborhood play on the road, play along the road. So, there was <br />that safety concern. <br />Another concern the neighbors had was that Ms. Valdez doesn't actually reside on the property, <br />and she's hired an operator to basically run the B&B as a business rather than residing on the <br />property. The other B&B that's shown in the green, that is owner -occupied, meaning the people <br />who are operating the B&B also own the property. <br />And, let's see, since you received the Background and Recommendation, we—we have received <br />additional testimony that should have been in your folders this morning, and I'll just go through <br />that, that list. There was an email from Judy—Judy Moa dated April 5th. There is a letter from <br />Craig Severance dated April 5th. And, then there is an email from Ms. Valdez's new operator, <br />Keith Stephenson dated April 5th; an email between me and Keith dated April 5th; and an email <br />from Keith providing a letter to the Department of Health. I'm sorry, that email was from Vicki <br />Stephenson dated April 5th. And, then, one more letter again between me and Keith dated <br />April 5th. So, you should have one -two -three -four -five new pieces of paper. And, then this <br />morning, we just received a photograph from one of the neighbors, Cherlita Gutteling. I hope <br />I'm saying your name right. And, she'll provide more explanation of why she submitted the <br />photograph. <br />That concludes my presentation.
