Memo to Bonnie Nims, Legislative Auditor <br />Page 3 <br />August 14, 2017 <br />Continuous Recruitment <br />Recommendation: <br />We recommend the Department of Human Resources only use open -competitive <br />recruitments on a continuous basis for "difficult -to -fill" classes of work. <br />Department Response: <br />No response. <br />Prohibited Personnel Hiring Practices <br />Recommendation: <br />We recommend the Department of Human Resources develop and implement written <br />policies and procedures dearly defining prohibited personnel hiring practices. <br />We further recommend the Department of Human Resources work with other <br />jurisdictions to have the State of Hawaii Revised statutes updated or reinstated to <br />include provisions that addresses prohibited personnel practices using federal laws as a <br />guideline. <br />Department Response: <br />The Department of Public Works will adhere to policies and procedures regarding <br />prohibited personnel hiring practices. <br />Should you have any questions, please feel free to contact me. <br />County of Hawai ` i is an Equal appoilunity Provider and Employer. <br />Department's Comments 24 1 P a g e <br />
