• <br />• <br />SECTION 5 - CONTROL OF WORK <br />AUTHORITY OF THE ENC;, 3EER -. The Engineer shall decide all questions <br />which may arise as to the quality or acceptability of the materials furnished, <br />work performed, as to the manner of performance and rate of progress of the <br />work, as to the interpretation of the plans and specifications, as to the <br />acceptable fulfillment of the contract on the part of the Contractor, as to <br />compensation and as to mutual rights between Contractors. His decisions shall <br />be final and he shall have authority to enforce such decisions and orders as <br />the Contractor fails to carry out. He shall have the following powers in the <br />way of enforcement: <br />(a) The right to suspend the work <br />(b) The right to withhold payment due the Contractor <br />5.2 AUTHORITY OF THE INSPECTOR - Inspectors, employed by the County shall be <br />authorized to inspect all work done and all materials furnished. Such inspec- <br />tion may extend to all or any part of the work, and to the preparation, fabri- <br />cation or manufacture of the materials to be used. The inspector is authorized <br />to call the attention of the Contractor to any failure of the work or materials <br />of the contract. He shall be the authority to reject materials or suspend the <br />work until any questions at issue can be referred to and decided by the Engineer. <br />The inspector shall in no case act as foreman or perform other duties for <br />the Contractor, nor interfere with the management of the work by the latter. <br />Any advice which the inspector may give the Contractor shall in no way be <br />construed as binding to the Engineer in any way; or releasing the Contractor <br />from fulfilling all of the terms of the contract. The inspector also shall <br />not be authorized to revoke, alter or waive any requirements of the contract. <br />The inspector shall have the authority to suspend operations by issuing <br />a written order giving the reason for shutting down the work. After placing <br />the order in the hands of the man in charge, the inspector shall immediately <br />leave the job. Work done during the absence of the inspector will not be <br />accepted nor paid for. <br />„PLANS AND SHOP DRAWINGS - <br />(a) Contract Plans - Contract plans furnished by the County shall consist <br />of general drawings and show such details as are necessary to give a <br />comprehensive idea of the construction contemplated. Roadway plans <br />show alignment, profile, grade and typical cross-sections of improve- <br />ment. Structure plans, in general; show in detail all dimensions of <br />the work contemplated, show general features and such details as are <br />necessary to give a comprehensive idea of the structure. Building <br />plans, in general, show exterior and interior elevations, plot plan <br />and such details as are necessary to give a comprehensive idea of <br />the building. Deviations from the plans and the dimensions therein <br />given, whether or not error is believed to exist, shall be made <br />only after written authority is obtained from the Engineer. <br />Section 5 <br />Page 18 <br />
