• <br />• <br />and mechanic employed under the contract by the Contractor at the <br />time he is employed, provided that where there is a collective <br />bargaining agreement the Contractor does not have to provide his <br />employees the wage rate schedules. <br />The Engineer may withhold from the Contractor so much of the <br />accrued payments.as the Engineer may consider necessary to <br />pay to laborers and mechanics employed by the Contractor or any <br />subcontractor on the job site. The accrued payments withheld <br />shall be the difference between the wages required by this contract <br />and the wages actually received. <br />In accordance with the provisions of Section 103-54, the bidder <br />shall submit the requisite certification relative to conditions <br />of employment and shall comply with said conditions during the <br />period of the contract. <br />(c) Pal rrol s d Pe ol1 Reco d (Section..104-3) - A certified copy <br />of all payrolls shall be submitted weekly to the Engineer. The <br />Contractor shall be responsible for the submission of certified <br />copies of payrolls of all subcontractors. The certification <br />shall affirm that payrolls are correct and complete, that the wage <br />rates contained therein are not less than the applicable rates <br />contained in the wage determination decision contained herein and <br />also that the classifications set forth for each laborer and <br />mechanic conform with the work he performed. <br />Payroll records for all laborers and mechanics working at the site <br />of the work shall be maintained by the General Contractor and his <br />subcontractors, if any, during the course of the work and preserved <br />for a period of three years thereafter. Such records shall contain <br />the name of each employee, his correct classification, rate of pay, <br />daily and weekly number of hours worked, itemized deductions made <br />and actual wages paid. Such records shall be made available at a <br />place designated by the Engineer, Director of Labor and any authorized <br />persons thereof for inspection who may also interview employees <br />during working hours on the job. <br />(d) Citizen abor (Section 103-57) - No person shall be employed as a <br />mechanic or laborer upon any public work carried on by the County <br />whether the work is done by contract or otherwise, unless such <br />person is a citizen of the United States or eligible to become <br />such a citizen provided, however, that in the cases where it is <br />not reasonably practicable to obtain such persons with those <br />qualifications, persons without such qualifications may, with <br />the approval of the Governor, be employed until persons with such <br />qualifications competent for such services can be'obtained. <br />Section 7 <br />Page 31 <br />
