C omm unication No. 2018 - 15 <br /> <br />vi. v. Sensitive Resources. Survey of potential sensitive resources (see Policy <br />ENV - 1.5). <br />2. Rezoning <br />a. TND. Any project greater than 20 acres within the Kona UA may apply for the <br />TND Floating Zone. <br />b. Conventional Rez oning. Rezoning to other than TND, is subject to the <br />following guidelines: <br />i. Consistency with LUPAG . Refer to Policy LU - 1.3. <br />ii. Infill . Rezonings that promote infill are encouraged. The concept of infill <br />is to connect two or more pre - existing developments. Infill is usually <br />associated with small scale developments of 20 acres or less that have <br />been leapfrogged by the surrounding or adjacent developments. Infill <br />rezonings should be conditioned to ensure connectivity to the <br />surrounding developments and, wher e applicable, to provide mixed - use <br />opportunities to make the area more walkable. <br />iii. “Greenfields” Rezoning . Rezoning anywhere within the Kona UA, <br />whether within or outside a TOD area designated on Figure 4 - 7 Official <br />Kona Land Use Map, that is not a TOD, TND , or infill shall require an <br />amendment to the Kona CDP . that triggers HRS Chapter 343 <br />Environmental Review Process. <br />c. State Land Use. Where a rezoning application meets the above criteria, the <br />County shall support a State Land Use Urban Boundary amendment f or <br />lands within the County Urban Expansion Area. <br />Objective LU - 3: Rural Area Growth Management . To preserve the rural character of <br />the existing rural towns, the agricultural lifestyle, and the open landscape. <br />Policy LU - 3.1: Redevelopment of Rural Towns a s TODs/TNDs . The rural towns <br />along Māmalahoa Highway, consisting of Hōlualoa, Honalo, Kainaliu, Kealakekua, and <br />Captain Cook, are encouraged to be redeveloped as TODs/TNDs. The master plan for <br />a TOD/TND redevelopment shall should : a) identify the site and appropri ate design <br />character of a transit stop or station, as applicable; b) identify other public facilities that <br />would enhance the civic and economic vitality of these towns; c) encourage innovative <br />opportunities to provide affordable housing and live/work oppor tunities; and d) improve <br />pedestrian - friendliness of the streetscape. To the extent practicable, the TOD/TND <br />master plan shall should follow the intent of the Village Design Guidelines in Attachment <br />B. The master plan shall should be the basis for any comp rehensive rezoning, capital <br />improvement program, and/or business improvement district for facilities or services. <br />Policy LU - 3.2: Revitalization of Other Existing Rural Villages .
