C omm unication No. 2018 - 15 <br /> <br />community - based revitalization master plans that would serve as the basis for any <br />comprehensive rezoning, capital improvement program, and/or business improvement <br />district for facilities or services. <br />Policy LU - 3.3: Clustered Rural Sub division Project Planned Unit Development <br />(PUD) . Provided a PUD application for rural - or agriculturally - zoned land substantially <br />meets the Clustered Rural Subdivision Guidelines in Attachment C, the Planning <br />Director shall issue approval a recommendation , with or without conditions within sixty <br />(60) days after acceptance of the application , and the approval shall be considered a <br />tentative subdivision approval . All other requirements and procedures of a PUD shall <br />be as set forth in Article 6 of the Zoning Code. <br />Policy LU - 3.4: Clustered Rural Subdivision Guidelines . The Clustered Rural <br />Subdivision Guidelines in Attachment C apply to proposed subdivisions outside of the <br />Kona Urban Area (UA) at the applicant’s option . The intent of the guidelines is to <br />min imize grading, preserve the natural appearance of the land to the maximum extent <br />possible, ensure agriculture use in the State Land Use Agricultural District, and create a <br />rural setting for residences. Towards this end, the guidelines shall , at a minimum, <br />specify: <br />1. Minimum lot sizes; <br />2. Natural and cultural resources meriting protection and associated buffer <br />areas, as applicable; <br />3. Minimum standards for roads and wastewater disposal; <br />4. Legal tools for permanent protection, maintenance of open space, and/or <br />agricul tural lands; <br />5. Connections to the open spaces of surrounding areas. <br />Policy LU - 3.5: Encourage Clustered Rural Subdivision for IAL Lands Less Than 5 <br />Acres. Any subdivision of important agricultural land (IAL) lands involving 30 acres or <br />more currently zoned at densities between and including Ag - 1a to Ag - 5a and FA are <br />encouraged to follow the Clustered Rural Subdivision Guidelines in order to prevent <br />sprawling, large - scale residential subdivision of these lands. <br />Policy LU - 3.6: Subdivision on Agriculturally - Zo ned Land Served by a Private <br />Water System . When granting any subdivision water variance served by a private <br />water system to allow a subdivision involving 30 acres or more, a condition of the <br />variance should be to follow the Clustered Rural Subdivision Gui delines. (Enacted by <br />Plan) <br />Policy LU - 3.7: Farmworker Housing .
