Page 24 <br />1 that. And they're young. They're mobile. The work <br />2 force now is mobile. They're thinking, "Well, why <br />3 should I stay?" Maui -- you already have the <br />4 comparisons in pay given to you by Laureen Martin. She <br />5 submitted written testimony. And it's not a little bit <br />6 different; it's thousands of difference. And for Maui, <br />7 it's statutory. <br />So, for them <br />to <br />say <br />"I'm going <br />to <br />8 invest in this <br />island, invest <br />in <br />this <br />position, <br />and <br />9 <br />stay long <br />term," it's <br />kind of hard for <br />them to swallow <br />10 <br />that when <br />they think, <br />"Okay, we'll get <br />a raise every <br />11 <br />ten years." <br />They don't <br />think in terms <br />of ten years; <br />12 <br />they think in terms of <br />now, two years, <br />three years, <br />13 <br />probably, <br />at the most. <br />14 <br />What <br />I'm <br />asking this Commission to <br />do is give <br />15 <br />them some sense <br />of <br />hope, because if you tell <br />a young <br />16 attorney now, "Wait ten years. You might get a raise," <br />17 that doesn't fly. That's not hope. Always remember, <br />18 too, that for us and for what you folks are doing now, <br />19 you're selling the top level. You're selling the level <br />20 of the deputy -- excuse me -- either the first deputy <br />21 and the prosecutor, and then the corporation counsel. <br />22 That doesn't mean that they are going to get automatic <br />23 raises. They have to earn those raises, right?
