And I look at these <br />4 proposals and all those people that we helped. Would <br />5 they all be happy -- and that includes Ms. Lee Loy -- <br />6 if there was another six months to a year delay? Would <br />7 those families be happy about that? I don't think so. <br />8 So I want to know what went wrong for this push all of <br />9 a sudden to come out from Ms. Lee Loy. <br />10 Secondly, it's clear in the Council -- C -- <br />11 that's 13-28(c) -- "The commission shall establish its <br />12 rules of procedure and adopt rules and regulations <br />13 having the force and effect of law." So what I'm <br />14 wondering is where does Ms. Lee Loy fit in that <br />15 definition that's in the County Charter already whereby <br />16 we establish our own rules of procedure? <br />17 So the push is coming from somewhere. I <br />18 think it's -- what do you call it -- Sunshine Law on <br />19 steroids? I see no benefit whatsoever for these rules <br />20 to be implemented; and, furthermore, does the council <br />21 have the ability legally do that? It says we establish <br />22 our own.
