So I told them, "Hey, I want to be like you. <br />9 I want to become an EM." <br />10 Fortunately, I had the opportunity to become <br />11 the district engineer of the State Highways here. And <br />12 when I got appointed to that position, I came back to <br />13 the County, or these guys, and I told them, "Hey, guess <br />14 what? I'm an EM now." And, you know, having been in <br />15 that EM position, I noticed that it was just -- seemed <br />16 to be fair, because every time there was a negotiated <br />17 pay raise for the collective bargaining level as of an <br />18 effective date, my salary would be adjusted to go up by <br />19 the same amount or negotiation that occurred with the <br />20 collective bargaining level; so I never had to worry <br />21 about, you know, what's going to happen to my pay. <br />22 However, as an appointed type position for <br />23 all those years, the pay is locked in, and I believe <br />24 <br />during <br />Page 36 <br />1 assumed the job. <br />And it was in the late '90s. And I <br />2 worked with the -- <br />I had six divisions reporting <br />to me, <br />3 all of which were <br />excluded management or EM <br />adjustment, <br />4 positions. And my <br />comment to them was, you know, <br />after <br />5 a year or two that <br />"I want to be like you guys. <br />I <br />6 want to become an EM," because I noticed every time <br />7 there was a negotiated pay raise, they would get pay <br />8 raises. So I told them, "Hey, I want to be like you. <br />9 I want to become an EM." <br />10 Fortunately, I had the opportunity to become <br />11 the district engineer of the State Highways here.
