FRATINARDO: What I'm saying is could <br />14 that other entity have done this first and, if we <br />15 didn't agree to it, then go to the charter amendment? <br />16 MS. SELF: No, because they had full <br />17 authority to do what they did. <br />18 MR. FRATINARDO: And that was just a question <br />19 I have. <br />20 MS. SELF: Yeah. The County Council can <br />21 propose charter amendments, interim charter amendments. <br />22 They have the charter commission that meets -- I can't <br />23 remember how many -- <br />24 MR.
