Page 25 <br />1 through and do a major -- they look at the whole <br />2 charter. But in the interim, the County Council went <br />3 through their process of the three votes -- or the <br />4 three readings can put a charter amendment on the <br />5 ballots. So, there was nothing wrong with that process. <br />6 MR. FRATINARDO: I'm not saying there was <br />7 anything wrong with it. I'm just saying should they -- <br />8 well, they could have did what was in here. They could <br />9 have proposed that to us. And that's all I'm saying. <br />10 MS. SELF: Well, they don't have to comply <br />11 with your rules. These are your rules -- <br />12 MR. FRATINARDO: Sure. Sure. <br />13 MS. SELF: -- so you have to comply with <br />14 them, but they don't apply to the County Council. <br />15 MR. BRILHANTE: I don't know if this will <br />16 help clarify, but there's a hierarchy of rules and <br />17 regulations; and from a state standpoint, it starts <br />18 with the State HRS, then we have State Administrative <br />19 Rules, and then we have the County Charter, and then we <br />20 have the County Code, and then we have departmental <br />21 rules and commission rules. And, quite honestly, what <br />22 the Council did was they kind of -- <br />23 MR. FRATINARDO: Escalated it? <br />24 MR. BRILHANTE: Yeah.
