What do you mean by somebody needs to be <br />responsible? For what? <br />IRVINE: Well, for setting, I mean, someone -. The buck has to stop somewhere on <br />setting salaries, and I guess that's why they appointed a Commission so that, you know, the <br />politicians didn't have to take that responsibility themselves and then get elected out of office or -, <br />you know. <br />SANTANGELO: But they do take it on. They have to approve it. <br />IRVINE: No. He just said they don't. <br />SANTANGELO: Department heads? <br />RAY: For the department heads. <br />IRVINE: They have to approve the department -. <br />BEN: They -. <br />IRVINE: Heads. They don't have to approve their salary. <br />BEN: There is no provision anywhere that says anybody reviews and makes <br />recommendations for department head salaries. <br />HERKES: I'm looking for it; there's nothing. <br />BEN: There's nothing. It's always been the Mayor has asked the Salary <br />Commission to submit recommendations and then the Mayor, in turn, submits that to the Council <br />and the Council acts on it. <br />RAY: But then the Council has to approve those. <br />SANTANGELO: That's right. <br />IRVINE: The department heads. <br />34 <br />
