SANTANGELO: Again, you could look at some of this and be sorry we brought it up <br />at all. I don't know if privatization - I would hate to see this thing held hostage by that. <br />For me, personally, I'm looking at do we feel, on this island, and I was a member of the <br />Pay -As -You -Throw Committee, and worked with recycle there. I've been involved with <br />this for a while, and it occurred to me that these are special issues that need to be <br />addressed a certain way. It's kind of like the City Manager. Are we ready to rewrite the <br />whole Charter? I don't think so. But by the same token, how much energy do we need <br />to devote to this? If we make a decision, based on the information available from other <br />entities, that a department does well in handling this, and that there's a process that <br />flushes that out, then can we decide to do it that way, and I don't know that <br />privatization's a part of it, or any of this other. To me, it's much simpler than that, and <br />maybe I'm wrong. And if it is as simple as I think it is, I'd like to see us move forward, <br />and if it's not, I'd be against it. <br />IRVINE: <br />now. <br />It's hard to call it privatization when it's all in the private sector right <br />SANTANGELO: But Sue, why are we even dealing with that? What can we do as a <br />Commission? Can't we put up a department? How it's handled, we don't dictate that. <br />I don't see how the Charter - and if it does, why don't we go into Public Works and <br />demand that be private? And mind you, I'm into privatization, but not here. This is <br />something that's so interwoven in the State that it's got to be handled the way it is. So, <br />are we interested in a department to handle environmentals, or are we going to do it <br />from - <br />RAY: Sue. <br />IRVINE: I must say I'm not ready to make a recommendation at this point. I <br />hesitate to develop new departments, myself. On the other hand, I think we really need <br />something to be done, and whether we have to mandate it under Public Works, as one <br />of their focuses, or whether you can say you must hire somebody that has some <br />experience in refuse management and recycling, I don't know. <br />HERKES: Are you looking for a commitment from us to elevate the issue of <br />public waste in the County Charter? <br />IRVINE: Sure. Okay. <br />HERKES: Okay, you've got the commitment. <br />IRVINE: I'II keep looking into this. Can we just take it up again on February <br />501. Roland said that maybe we should contact the people that are in Waste <br />Management here. John's been in contact with Environment Hawaii. I've been to some <br />of their meetings too, and I know they have an agenda that they're going to the County <br />• Council with, which is quite separate from this as far as I'm concerned. <br />10 <br />
